US prisons: Philadelphia to rethink life without parole for juveniles

Philadelphia sends more juveniles to prison for life without parole than any other city in the US because of the state’s harsh mandatory sentencing laws.

But mandatory life sentences for juveniles were deemed to be unconstitutional by the US Supreme Court in 2012.
