US national intelligence director Avril Haines told a senate intelligence committee that Russia was unlikely to score ‘major territorial gains’ this year due to ‘personnel and ammunition shortages, dysfunction within the militaries leadership, exhaustion, as well as morale challenges.’ Haines suggested that the Russian military was likely to shift towards a defensive posture, holding the territory that it has captured, unless it could find third party sources of ammunition and move toward greater mobilisation.
