Museums, concert halls and other cultural venues in the Netherlands are offering haircuts and yoga sessions on Wednesday, in protest against their continued closure.
The country eased a month-long lockdown last weekend, allowing gyms, hairdressers and shops to reopen.
But museums and concert halls were ordered to remain closed.
The authorities had warned in advance that venues would be fined if they opened their doors in protest. In a few cities, official warnings were handed down.
The junior minister for culture said she understands the protests but opening up society will have to go step by step.
