The Dubbo Regional Council area has been feeling the devastating effects of drought for years – but even within the one council area, there are significantly different rules when it comes to water supply and restrictions.

In the tiny town of Euchareena, some families get state-funded water carted in. Down the road in Dubbo itself, it’s a different story. How can this be? Reporter Stephanie Boltje takes a look.
