Labour Leader Sir Keir Starmer is speaking about his plans to reform the House of Lords and devolutionary powers, if his party were to be elected

Sir Keir has outlined a “blueprint” for his party in government that was drafted by Gordon Brown.

Mr Brown commented on the plans saying that the work is proposing “the biggest transfer of power out of Westminster and Whitehall” that “our country has seen”.
