Russian President Vladimir Putin has ordered forces not to storm the final Ukrainian stronghold in Mariupol. Moscow claims it now controls the key port city and has secured a steelworks plant where up to a thousand civilians were believed to be sheltering.
If Mariupol falls, it would be the biggest city to be seized by Russia since the invasion began. Retired ADF Major General Mick Ryan says Putin is acting strategically.
