Victoria declares state of emergency to deal with coronavirus pandemic

Daniel Andrews declares a state of emergency in Victoria in response to the Covid-19 outbreak. It will come into effect from 12 noon on Monday and will allow the enforcement of the national 14-day isolation sanction for all travellers arriving in Australia. ‘It is an offence under the Public Health and Wellbeing Act to not comply with the orders that have been made,’ the premier tells reporters
