Venezuela’s President says the shambolic state of the country’s finances justifies his declaration of an economic emergency.
It gives Nicolas Maduro’s socialist government more powers to enact reforms.
But his political opponents, who control Congress, says it’s Maduro’s own policies that have caused the crisis.
