The World Health Organisation has called for immediate action, after more than 300 children died from toxic cough syrups last year.
The medicines, made in India and Indonesia, contained high levels of ethylene glycol, which can be fatal even in small amounts.
Prashant Reddy is the co-author of The Truth Pill: the Myth of Drug Regulation in India.
He says lack of oversight means the true scale of the problem remains unclear.
