Andy Mok, a senior research fellow from the Center for China and Globalization, said that the U.S. has long subscribed to an “exceptionalism”, emphasizing that anyone can be an American as long as he or she recognizes the values of democracy, freedom, equal treatment, and due process. But now Chinese students are being targeted by the U.S. government, which, in his view, undermines the U.S. definition of itself. He also stressed that the backbone of many U.S. research institutions are graduate students and post-doctoral fellows from China, and without these researchers, the U.S. ability to develop cutting-edge technology would suffer.
