Trump to sign order creating police database

US President Donald Trump says he will sign an executive order on police reform on Tuesday.
The order is expected to aim to improve police training and improve dealing with mental health issues.
The order is not expected to address systemic racism.
The move comes protests after the deaths of two Black American men in police custody.
