At the same time, he is scheduled to meet with U.S. President Joe Biden and other leaders from the so-called Quad nations in Tokyo later in May. And the Japanese Ministry of Foreign Affairs just published a new version of its diplomatic bluebook, which emphasizes a stronger stance on several issues including its relationship with Russia. What does it all add up to? Does it all signify some grander plans?
