Tropical Storm Beta brought on heavy rains to parts of Houston, Texas, hours after making landfall Monday night and leaving parts of the city flooded overnight. As Beta weakened to a tropical depression, cars were submerged underwater, including a man who was rescued from a stalled vehicle in the rising floods. About 12 inches of rain has fallen and the storm is expected to continue through Wednesday morning as the slow-moving rainfall moves inland. Houston Mayor Sylvester Turner on Tuesday said that Houston has experienced a lot of street flooding, but that there have been no reports of structural flooding. Beta is expected to eventually move over Louisiana, Arkansas and Mississippi later in the week, bringing the risk of flash flooding. Beta is the third named storm in the U.S. Gulf of Mexico in less than a month, following Hurricanes Laura and Sally.
