Singapore Prime Minister Lee Hsien Loong announced on Sunday that the government would be repealing its penal code, effectively decriminalizing sex between men, a colonial-era law that could see offenders jailed for up to two years, though it is not currently enforced.

Loong said that while they would be repealing that law, he stressed that the government had no intention of changing the city-state’s legal definition of marriage, with it remaining between one man and one woman.

While some Singaporeans celebrated the move, other advocates and LGBTQ community members called it a “small step.” Andre Ling, who has a child with his partner Cameron Sutherland, said that the change to the law doesn’t help much and that discrimination still largely exists in Singapore. Bryan Choong, who is chair of one of Singapore’s LGBTQ advocacy groups, added that the change to the law is “long overdue,” but people feel there is still more that can be done.
