Informal comments to the media by Jerry Matjila, Permanent Representative of South Africa to the United Nations and the President of the Security Council for the month of December, following the Security Council Closed VTC on Libya.
United Nations Security Council called for “the withdrawal of all foreign fighters and mercenaries from Libya” and underlined the importance of “a credible and effective Libyan-led ceasefire monitoring mechanisms.”
After a closed-door consultation of the UN Security Council held in New York on Tuesday (15 Dec) on the situation in Libya, the President of the Council, South African Ambassador Jerry Matjila read a statement to media in which the Council “recognized the important role of neighboring countries and regional organizations in support of the UN efforts.”
“The members of the Security Council emphasized that successful political process was essential for the stability and future prosperity of Libya and noted the progress made by the Libyan political forum so far. They called for a redoubled effort by the Libyan participants.,” said Matjila.
Following the Berlin Conference in January and extensive negotiations between the Libyan parties, namely the Libyan Arab Armed Forces under General Khalifa Haftar and the UN-recognized Libyan Government of National Accord a ceasefire agreement was signed on 23 October.
Matjila said that the Council “underlined the importance of a credible and effective Libyan-led ceasefire monitoring mechanisms and look forward to a comprehensive report by the Secretary-General with the proposal for effective ceasefire monitoring under the auspices of the United Nations.”
The Council also called “for the withdrawal of all foreign fighters and mercenaries from Libya in line with a ceasefire agreement reached by the Libyan parties on the 23rd of October 2020, the commitments of the participants of the Berlin Conference and the relevant United Nations Security Council resolutions.”
