Federal Security Service (FSB) officers detained a Russian citizen who was preparing a terrorist attack on an energy facility in the Kaliningrad region.

According to the FSB, the would-be suicide bomber also recruited residents of the region to participate in terrorist activities. It also claimed that the man’s motive for concocting a terrorist attack was his hatred of the current government. During the search, officers found an improvised explosive device and components for its manufacture.
