The UN’s human rights chief has urged Ethiopia’s government and Tigrayan forces to be held accountable for alleged human rights violations, including extrajudicial killings and torture.

Michelle Bachelet said on Monday that UN investigators were not able to reach the holy city of Axum due to “sudden changes in the security situation and in the conflict dynamics”.

The report from the joint UN-Ethiopian government inquiry into what has been described as some of the worst abuses of the 10-month war will now be published on November 1, a delay of more than a month.

Bachelet says civilian suffering has been widespread since fighting began in November last year.
