The Chinese government has published an action plan which reiterates its commitment to reducing carbon emissions – but the world is waiting to see if more ambitious goals will be announced at the COP26 Summit in Glasgow. China is expected to send its top climate envoys to the event but President Xi Jinping is unlikely to attend due to Covid-19 concerns. Yvonne Yong reports.
