Political vacuum in Haiti could let president rule by decree

With Haiti’s government in disarray, President Jovenel Moise says he may have to rule by decree to break the deadlock.
But even the suggestion of such a move has people worried about what it will mean for Haiti’s brittle democracy at a time of severe economic hardship.
