« Playing by the rules is one of the core things about ordinary, decent, hardworking people. You often hear this on the doorstep, I played by the rules all my life but what do I get. And suddenly you see, the play-by-rules community sees somebody not playing by the rules. Secretly but not successfully secretly. This is the challenge for the government. They have a four or five year program of delivering to the needs of the people in these constituencies they won on areas like welfare, unemployment, skills, social environment, improving the quality of the towns and reviving industry. The problem is you can have a million programs but one symbol defeats a million programs. And what you have at the moment is a huge symbol. »
