    Indoor dining in New York City will open at 25% capacity starting on Friday, a few days ahead of Valentine’s Day as originally planned, Governor Andrew Cuomo said.

    Cuomo had originally planned to restart indoor dining in the city on Feb. 14, but moved up re-opening to give restaurants time to prepare for the holiday. The move comes as coronavirus cases and hospitalization rates have declined since their January highs, a response to New Yorkers traveling and sharing meals indoors for Thanksgiving and Christmas. Of the 197,183 cases reported statewide on Sunday, 4.28% were positive.

    “The post-holiday surge is over,” Cuomo said at a briefing on Monday.

    There were 7,716 hospitalizations and 114 deaths on Sunday.
