Russia and the U.S. are in the first round of their nuclear arms control dialogue in Geneva. The talks, with a focus on “strategic stability,” aim to lay the groundwork for fresh discussions on cutting the risks of a nuclear war. The chances of a breakthrough seem slim, but it’s expected to be the start of a series of exchanges. With strained relations between Moscow and Washington over a host of issues, could the two find common ground on arms control? Could cutting-edge weapon technology lead to a new arms race without a new treaty in place?
