Hurricane Julia has dissipated but is still drenching Guatemala and El Salvador after reemerging in the Pacific Ocean after pounding Nicaragua. At least 28 people have been reported dead as a result of the storm. Julia has left 6,469 people homeless in two cities on Nicaragua’s Caribbean coast. Nearly 10,000 people have been evacuated.
