Myanmar’s military leader has given a televised address, calling for reforms to the country’s electoral commission. He accused the commission of using COVID-19 as an excuse and did not allow fair campaigning. Authorities in Myanmar have declared martial law in seven townships in the country’s second-biggest city, Mandalay.
