Berlin’s Senate approved a controversial rental cap, due to take effect in early 2020, as part of measures to tackle what they call an ‘overheated rental market’.
All big cities face issues around property, such as soaring rents, gentrification and the supply of housing not keeping up with demand.
In Berlin, following decades of privatisation, housing activists are now working with the city government to buy back housing stock from mega-landlords, taking it back under state control.
For ITV’s On Assignment, Lucrezia Millarini travelled to Berlin to meet some of the residents taking up the fight.
