Malaysia has announced it will abolish the practice of mandatory death sentences. There are 11 offences that carry the punishment, and the government says it will also look into the use of the death penalty in 22 other offences. But deputy director of Human Rights Watch’s Asia division, Phil Robertson, tells The World the country needs to change the laws before it can be congratulated.
