There has been anger from families of the victims of South Korea’s Halloween crowd crush, as a long-awaited report into the disaster is released
It lays the blame for weak planning and a poor response at the feet of local and emergency service officials, referring twenty three people to prosecutors.
But many are calling for those in charge to be held responsible, for the deaths of 159 mostly young people, including two Australians.
Seoul-based journalist Raphael Rashid says the report doesn’t answer many questions that families have.
