Texas Gov. Abbott on Thursday described the aftermath of Hurricane Laura in and near the city of Orange.

Hurricane Laura raked Louisiana early Thursday, becoming one of the most powerful storms ever to hit the state, leaving in its wake chemical fires, wrecked buildings, flooded roads and what could be more than $15 billion in insured losses.
