Guinea: Alpha Conde Declared President

Alpha Condé has been declared President of Guinea by the country’s electoral commission after the second Presidential run-off vote. His opponent Cellou Dalein Diallo won the first round of voting.

Both candidates have accused one another of irregularities and rioting along ethnic lines has marred the Presidential announcement. Conde is an ethnic Malinke and Cellou Dalein Diallo is Peul by birth.

An interim government took power in January under General Sekouba Konate and has overseen the election process in the West African republic.

The interim government replaced Captain Moussa Dadis Camara who seized power in a coup in 2008. The coup filled a power vacuum which formed after the death of President Lansana Conté, who had ruled Guinea for 24 years.

General Sekouba Konate said in a statement at a government seminar prior to the run-off:

I call on all Guineans to prevent chaos and division and to oppose all those who want to divide, pointing at one another and triggering unnecessary passions by creating false tension between fully integrated communities.

This is not all about elections, we must learn to live under the reign of democracy – including obeying the law and respect for the institutions of government – in order to benefit from the opportunities that it offers; the full enjoyment of our civil and political rights.

Similarly, UN Secretary General Ban Ki Moon called for calm and recourse to the instruments of democratic government to settle the matter.

The Carter Centre, which had sent observers to monitor the election, also urged leaders and citizens to put their faith in the institutions of government:

Both candidates and their supporters should adhere to their commitment to a peaceful transition of power, utilizing appropriate legal challenges for the filing of any complaints.

The Carter Center commends the president of the transition, General Sekouba Konaté, for his leadership to guide the process in the spirit of the Ouagadougou Agreement signed on Jan. 15, 2010. The constructive contribution of Guinea’s republican institutions and a large number of Guinean and international partners in advancing the transition process must also be recognized.

The Carter Centre reported both positive and negative indicators from its observations but concluded that there was a broadly democratic process in place during the elections.

Je remercie les uns et les autres de m’avoir invité à prendre part à cette rencontre du donner et du recevoir qui intervient dans un contexte particulier de l’histoire de la Guinée et de l’évolution de notre jeune Etat, dont le principal défi aujourd’hui est de rétablir son autorité depuis longtemps bafouée. La Guinée vient de franchir une étape importante dans son processus de transition qui, ici comme ailleurs, suscite d’infinis espoirs quant à la renaissance guinéenne, à la redynamisation de notre Etat affecté par une longue léthargie, quant à la reconstitution de notre tissu politique, économique et social. Notre pays, la Guinée, n’a pas réussi dans le passé à assurer l’équilibre entre un Etat fort respecté de tous en même temps “humain” c’est-à-dire acquis au progrès et à la liberté, un Etat au service du développement économique et social. Après l’euphorie du vent de démocratisation qui a soufflé sur notre pays au début des années 90 et l’espoir des premières élections pluralistes, la Guinée a été confrontée à une crise politique et institutionnelle sans précédent. Guinea is a country in West Africa, bordered on the west by the Atlantic Ocean. Formerly known as French Guinea (French: Guinée française), the modern country is sometimes referred to as Guinea-Conakry to distinguish it from other countries with “Guinea” in the name.

It’s known for the Mount Nimba Strict Nature Reserve, in the southeast. The reserve protects a forested mountain range rich in native plants and animals, including chimpanzees and the viviparous toad. On the coast, the capital city, Conakry, is home to the modern Grand Mosque and the National Museum.
