There are calls for a notorious rapist who terrorised Sydney’s north shore 25 years ago to be locked away for longer after striking again. Victims’ advocates are demanding a continuing detention order to keep Graham James Kay behind bars, and the community safe.

The 70-year-old, known as the ‘North Shore Rapist’, was responsible for a number of sexual assaults in the 1990s. Attacking a number of women aged 16 to 39 in Sydney’s northern suburbs.

In 2015 he was released on parole after serving 18 years of a 20 year sentence. He was later the subject to an extended supervision order where he was closely monitored by authorities. But in 2018 he was charged again pleading guilty to touching a 16-year-old girl on the hip and kissing her while she was working at a Woolworths store in Parramatta. He was given a good behaviour bond.

Then, in January this year the predator struck again. He spotted a 20-year-old woman while she was shopping in the underground level of the Queen Victoria Building.

He stalked her through several stores and then followed her home to Haymarket and into the lift of her apartment building where he sexually touched her with out consent. Despite his lengthy record he received a minimum sentence of 1 year.

Victims advocates are calling for a harsher penalty to be imposed to keep the serial rapist locked up longer. Kay pleaded guilty to one count each of sexually touching and stalking. He will be eligible for parole on January 26 2023.
