After all the warnings about a second wave of COVID-19, some regions like Ontario and Quebec are not prepared for it. There are not enough tests, not enough labs and not enough contact tracers and the virus is spreading through some communities at an alarming rate. Quebec had another record-high number of new cases, with 1,364 recorded positive cases. The province’s health minister says it’s too many to trace and they don’t know where people are getting infected. In Toronto, there are reports more than 10 per cent of tests in some neighbourhoods are coming back positive, meaning uncontrolled community spread. Abigail Bimman reports. Alberta’s chief medical officer Dr. Deena Hinshaw is sounding the alarm, warning tighter public health restrictions could be imposed because community transmission is getting out of control. In Edmonton, people are apparently ignoring the rules and not self-isolating while they wait for test results. As Heather Yourex-West reports, active cases in the province are now the highest they’ve been in five months. British Columbia is in a better position than other provinces, with provincial health officer Dr. Bonnie Henry saying the COVID-19 curve is flattening, and for the first time since the summer, the transmission rate is manageable. But as Robin Gill reports, now is not the time to widen your social circle. The future of Newfoundland’s only oil refinery hangs in the balance tonight. The 50-year-old facility was going to sold to Irving Oil, but that deal has fallen through. The provincial government and hundreds of workers had hoped the deal would give new life to the refinery. There’s talk another company might be interested but as Ross Lord explains, nothing seems certain in the industry right now. The former U.S. First Lady, Michelle Obama, has released a message called “Closing Argument,” in which she makes the case for Americans to vote for Joe Biden over Donald Trump. The virus keeps spreading in Washington, D.C., today, with a top U.S. general and other senior military officials at the Pentagon are in self-isolation. Trump’s physician says he had a restful first day at home and that the president reports he’s experiencing no symptoms. Jackson Proskow reports that with less than a month to go before the election, Trump appears eager to show his strength despite his illness. Former Canadian prime minister John Turner was honoured with a state funeral today, though the COVID-19 pandemic meant it was a modified, low-key affair, with a limited number of mourners. Voting is a method for a group, such as a meeting or an electorate, in order to make a collective decision or express an opinion usually following discussions, debates or election campaigns. Democracies elect holders of high office by voting. Residents of a place represented by an elected official are called “constituents”, and those constituents who cast a ballot for their chosen candidate are called “voters”.
