    Lt. Gen. Jennie Carignan, the newly appointed senior officer in charge of rooting out sexual misconduct in the Canadian Armed Forces, testified before ta parliamentary committee Tuesday, discussing plans for a badly needed culture change in the military. Abigail Bimman explains what’s first on Carignan’s list of priorities.

    In Israel, three people are dead from another barrage of rockets fired from Gaza, where at least 28 people have died in Israeli strikes on the Palestinian territory.
