In response, the Chinese government proposed for the first time the concept of shrinking cities in Key Tasks for New Urbanization 2019. This means the Chinese government is turning its back on “GDPism” and will stop focusing unilaterally on urban growth and expansion to ensure that small and medium-sized cities stop expanding inefficiently and blindly.
