The French government is setting up a foundation aimed at improving relations between the secular state and its Muslim population.
Tensions have been strained following the row over the beach ban on burkinis and several recent attacks.
A meeting on Monday between the French interior minister and Muslim leaders was the first attempt to rebuild bridges.
