The governor of the U.S. state of Florida has declared a state of emergency in response to a possible breach at a reservoir containing toxic wastewater. Local residents have been issued evacuation orders, as Catherine Drew reports. The pond causing concern holds 2.2 billion liters of toxic wastewater.
