The answer, it seems, the head of world football.

FIFA’s President Gianni Infantino’s suggestion has been been decried as clumsy and uneducated.

But Mr Infantino said FIFA needs to give opportunities to Africans so they don’t risk crossing the Mediterranean for a better life.
