    Family members of 12 Hong Kong fugitives detained at sea by mainland authorities in August accused the Hong Kong government of lying about the capture. They said the flight path of a government plane showed it was surveilling the 12 Hongkongers’ boat. They suspect Hong Kong authorities were working with mainland officials despite Chief Executive Carrie Lam’s claim that the city’s police force had no role in the case.
