The Department of Homeland Security has launched an internal investigation into a video that purports to show agents on horseback using whips on Haitian migrants at the Mexico-Texas border.
Meanwhile, as more migrants attempt to cross the border into the U.S., the options remaining for the thousands straddling the border are narrowing. Thousands have already been deported back to Haiti.
