Chancellor Rishi Sunak says there will be no return to austerity in his spending review on Wednesday. Mr Sunak did not deny reports that he could impose a pay cap on millions of public sector workers, but said decisions had to be taken “in the context of the wider economic climate”. Borrowing in October hit £22.3bn due to the cost of the pandemic, with public sector debt over £2 trillion.
