Five years after the signing of the Peace Accord, the Head of the UN Verification Mission in Colombia, Carlos Ruiz Massieu today (13 Jul) said, “we are confident that in the 10 years that we have left, at least in the initial landscape, we can get a success story at the end of the day.”
He expressed hope “that peace will get consolidated” and about “a future dialogue with others,” particularly the Ejército de Liberación Nacional (ELN), in order to attain “what they call in some Colombian quarters, a complete peace.”
Ruiz Massieu said “the challenges that we have in implementing the agreements vis-à-vis other different priorities and other different activities, is that then they always get additional risk not to have enough resources for all the things that the government has to do in order to deliver. And we obviously want, and we are very keen on the government continue investing in the peace agreement, because we believe that it’s not only the way to go, but what is needed.”
He said, “there were important milestones” with regard to the comprehensive system for truth, justice, reparations, and non-repetition, “particularly the acceptance of the former FARC leadership, the former guerrilla leadership, about recognizing committing war-crimes, crimes against humanity, in regard to the kidnappings case that Special Jurisdiction for Peace opened.”
The Verification Mission in Colombia was established by the UN Security Council with resolution 2366 (2017), adopted unanimously on 10 July 2017. The resolution followed a joint request for UN support from the Government of Colombia and the Revolutionary Armed Forces of Colombia–People’s Army (FARC-EP).
According to the resolution, the purpose of the Mission is to accompany the parties and verify their commitments regarding points 3.2 and 3.4 of the Final Peace Agreement on the reintegration of former FARC-EP members, and the implementation of measures of protection and security for former FARC-EP members and communities in territories most affected by the conflict.
