Zhao Yingmin, vice minister of China’s Ministry of Ecology and Environment and head of the Chinese delegation to COP27, said on Sunday the conference took the first step to implementing the Paris Agreement, and made positive comments on progress made in areas such as adaptation and “loss and damage.”

Zhao highlighted the establishment of the “loss and damage” fund, designed to help developing countries recover from the effects of climate change.
