Chinese President Xi Jinping on Tuesday announced in his speech before the United Nations General Assembly that China would achieve a peak in carbon dioxide emissions before 2030 and carbon neutrality before 2060, signaling its intention to boost the commitment it made under the Paris climate agreement. “China will scale up its intended Nationally Determined Contributions (to the Paris agreement) by adopting more vigorous policies and measures,” Xi said, and called on all countries to pursue a “green recovery of the world economy in the post-COVID era.” Xi also said that Beijing has “no intention to fight either a Cold War or a hot one with any country,” as tensions grow between China and the United States. “We will continue to narrow differences and resolve disputes with others through dialog and negotiation. We will not seek to develop only ourselves or engage in zero sum game,” Xi said. Long-simmering tensions between the U.S. and China hit boiling point over the COVID-19 pandemic, spotlighting Beijing’s bid for greater multilateral influence in a challenge to Washington’s traditional leadership.
