China’s lawmakers are considering lowering the minimum age for criminal liability from 14 to 12. They reviewed a draft revision on juvenile crime provisions on Tuesday. The amendment states that anyone aged between 12 and 14 who commits intentional homicide, or inflicts a serious injury shall bear criminal responsibility. The draft also calls for specific correctional education for young offenders, instead of simply sheltering and rehabilitating them.
