Scientists say at least 500 million people need to get the jab to reach herd immunity against COVID-19.
But a counterfeit vaccine ring in southern Jiangsu province has shaken confidence in vaccine safety.
The government is also under pressure to roll-out vaccines ahead of the National People’s Congress in March.
