Impoverished villagers can apply to raise calves at zero cost from local cattle enterprises, and the purchase fee will be deducted when the cattle is ready to be sold. During the past three years, the number of impoverished people in the county dropped from 138,400 to 17,300, meaning the poverty rate fell from 26.64 percent to 3.36 percent.
