The inspector general for the U.S. Capitol Police, Michael Bolton, testified Monday before the Committee on House Administration on his latest flash report into the Jan. 6 Capitol attack, saying his assessment found deficiencies at the department ranging from outdated or vague guidance to a failure to report contact from threats, as well as regularly insufficient resources for officers and the lack of a counter-surveillance unit.

He also spoke about the need for a culture change and answered questions from Republican Rep. Bryan Steil on his report recommending the police force shift to more of a protective service. He said this would be similar to the Secret Service, “where they have the ability to reach out for training, intelligence, where it’s full-fledged counter-surveillance, (and) all the other elements that are within that.”

Democratic Rep. Jamie Raskin also questioned Bolton on preparedness by the Capitol Police leading up to and on Jan.6. Asked how much the police force were caught unaware and if they were “just overwhelmed and stunned at the complexity and magnitude of the attack,” Bolton said he would “venture to say, yes.” He added that in part it was due to a lack of having adequate policies procedures and “truly defined roles.”

The inspector general also recommended there be a central desk staffed with analysts, agents and officers who could investigate, exploit, disseminate and triage information for counter-surveillance activities.
