In Ottawa, a shake-up at the highest ranks of the Canadian military. Lt.-Gen. Frances J. Allen has been appointed vice chief of the defence staff; the first woman to get that job. She takes on the role at a time when the Armed Forces is in crisis. The behaviour of two top military leaders is under investigation – former chief of the defence staff Gen. Jonathan Vance and his successor Adm. Art McDonald. And it’s going to take a lot more than one woman to fix the military’s deep-rooted problems. Mike Le Couteur has our top story.

Allen has served as Canada’s military representative to the NATO military council since July 2020. She has a long career in the military and has held numerous leadership roles including as deputy vice chief of the defence staff and as director general of the military’s cyberspace division.

She takes on the role at a time when the Armed Forces is in crisis. The behaviour of two top military leaders is under investigation – former chief of the defence staff Gen. Its advanced economy is the tenth-largest in the world, relying chiefly upon its abundant natural resources and well-developed international trade networks.
