The Chancellor, himself a teetotaller, also launched what he called the biggest overhaul of alcohol duties in 140 years.
It means drinks such as lower strength beers and ciders as well as sparkling wines should cost less.
Brewers welcomed the move but said the UK’s beer duty remains among the highest in Europe.
