Highly visible “chain gangs” will act as a deterrent to people getting involved in anti-social behaviour, Boris Johnson has said. 

The Prime Minister said anti-social behaviour will be addressed with action such as sobriety tags, named neighbourhood officers and other measures. 

“But I also want to see those who are guilty of anti-social behaviour properly paying their debt to society,” he explained.
