U.S. President Joe Biden is set to issue an executive order on Wednesday directing all federal agencies to revise use-of-force policies and create a national registry of officers fired for misconduct.

It comes on the second anniversary of the murder of George Floyd by Minneapolis police. In addition to the registry, it will also require all federal law enforcement agencies to regularly submit records, that could include substantiated complaints and disciplinary actions, to the database.

Federal agencies will have to thoroughly investigate incidents involving use of deadly force. Under the executive action, federal law enforcement officers will also be banned from using chokeholds and so-called carotid restraints unless deadly force is authorized.

Biden may also take questions regarding Tuesday’s tragic mass school shooting, which took place in Uvalde, Texas, resulting in the deaths of 21 people — 19 of them children.

Last night, the president addressed the nation, stating, “Tonight I ask the nation to pray for them [the victims],” calling it “another massacre.”
